Function Cost is an object that allows the user to define either Route Choice cost functions or Macroscopic VDF's
The correct way to create this command is to use the function:
from the GKModel class.
Once created, and in order to do it use the function:
from the GKCommander class.
A sample code for creating a new cost function would look like:
